Underground Contractor Licensing Description
A “Florida Underground Utility and Excavation Contractor” means a contractor whose business involves the construction, installation, repair, alteration, extension, and excavation of underground utilities. This includes the work necessary to connect utility lines from the point of service to buildings or other structures, without requiring any additional local licenses, certificates, or registrations.
An Underground Utility Contractor may legally construct, install, repair, alter, or extend the following systems:

Water mains and distribution lines

Sanitary and storm sewer collection systems

Storm drainage and retention systems

Lift stations, force mains, and pump stations

Natural gas piping systems

Site grading and trenching related to underground utility work

Underground fire lines up to the building foundation

Underground portions of fuel systems, reclaimed water systems, and chilled water lines
This license also authorizes the contractor to perform all excavation and backfilling necessary for utility installation and site restoration.
To obtain a Florida Underground Utility Contractor license, the candidate must pass both the Business and Finance Exam and the Trade Knowledge Exam, which includes 120 multiple-choice questions covering topics such as excavation safety, utility installation, codes, materials, and site preparation. This is a paper-based exam administered in person in Orlando, typically every two months.
